The propriety of a Prime Minister as Head of State!

I write this as an ordinary citizen of India, without any political affiliations or interests.Yesterday(June,22nd), most of the newspapers carried the news that Prime Minister Modi yet again, for the fourth time since 2016,refused to give an appointment to meet the Kerala Chief Minister Pinarayi Vijayan. It seems that the PM doesn't have time to meet the head of a state in India but has ample time to travel to the far east(Dehradun) to participate in the mass yoga and also to travel to different parts of the world so frequently(one can conveniently ignore the hilarious trolls doing rounds on this).

He also has time to stay away from the headquarters(Delhi) for weeks together to campaign for the party in elections(remember Gujarat and Karnataka in the recent past)! Please note that given the state of politics in India, nothing will happen if the PM stays away for two weeks from the HQ except that it will cost the treasury a tidy sum.And, the burden will be on the poor, genuine tax payers.Once elected as PM, isn't one head of the country rather than of a political party? And, being in power such people as Prime Minister or Chief Minister can make promises which those not in power will not be able to.
May be it's time for the CEC to frame a new set of guidelines for election campaigning.
